Namibia and Angola have identified energy infrastructure, cross-border water supply, internet connectivity and border management as key areas for bilateral cooperation, with permanent pump stations at Calueque expected to be commissioned in December 2026.
The projects were outlined in a joint communiqué issued by the two governments following the inaugural session of the Angola-Namibia Bi-National Commission (BNC), co-chaired by President Netumbo Nandi-Ndaitwah and Angolan President João Lourenço in Luanda.
According to the communiqué, the flagship initiatives include the proposed Baynes Hydropower Project, the Angola-Namibia Interconnector, cooperation in information and communications technology (ICT) to improve internet access, and the establishment of a one-stop border post at the Oshikango-Santa Clara crossing.
The permanent pump stations at Calueque are expected to be commissioned in December as part of ongoing efforts to address water shortages in northern Namibia.
The energy projects form part of the two countries’ plans to strengthen cooperation in electricity generation and transmission, while the proposed ICT initiatives are intended to improve connectivity for citizens in both countries.
The planned one-stop border post is aimed at improving cross-border trade facilitation and the movement of goods and people.
The communiqué said the two presidents emphasised the importance of accelerating the implementation of the projects, which are expected to have a transformational impact on the lives of citizens in Namibia and Angola.
The BNC was established following a July 2019 decision to consolidate the countries’ bilateral cooperation mechanisms into a single strategic platform co-chaired by the two heads of state.
Its inaugural session establishes a framework for coordinating bilateral cooperation and advancing the implementation of joint development projects.
The two governments also reaffirmed their commitment to strengthening economic relations and welcomed the second Angola-Namibia Business Forum, held alongside the inaugural commission session, as part of efforts to promote trade and investment between the countries.
The communiqué was issued following President Nandi-Ndaitwah’s state visit to Angola.
