The Ministry of Works and Transport has prioritised improved management of government properties and the state vehicle fleet over the next five years as ageing assets and constrained funding continue to weigh on its operations.
Works and Transport Minister Veikko Nekundi said ageing infrastructure and the government fleet are among the major challenges facing the Ministry, alongside shortages of technical skills and procurement delays.
Speaking at the launch of the Ministry’s 2025–2030 Strategic Plan and Customer Service Charter ,Nekundi said improving the management of state assets would form a key part of the Ministry’s five-year programme.
The Ministry is responsible for government properties and other state assets in addition to its wider mandate covering roads, railways, aviation, maritime affairs, transport systems, logistics and meteorological services.
“We must equally acknowledge the challenges confronting us, including constrained funding, ageing infrastructure and fleet, shortages of technical skills, procurement delays, climate change, poor work ethics and coordination gaps,” Nekundi said.
The strategic plan seeks to improve the management and maintenance of state assets while ensuring the provision of safe, modern and reliable public infrastructure.
Nekundi said limited resources should not prevent the Ministry from improving the condition and management of government assets.
“It must be our collective duty to find solutions, improve systems, strengthen institutional capacity and inexcusably deliver within the limited resources available,” he said.
The Ministry is also targeting stronger organisational performance, improved regulatory frameworks and greater compliance over the 2025–2030 period.
Under its new Customer Service Charter, the Ministry has set turnaround times for infrastructure-related services, including attending to certain urgent repairs within five working days and emergency infrastructure matters within one day, subject to applicable requirements.
The Ministry has also committed to responding to internal and external enquiries within five working days.
Nekundi said the Ministry would need stronger implementation, discipline and technical competence to meet its targets while addressing the deterioration of state assets and other operational constraints.
