
…new Ondangwa Regional Office developed at a cost of N$99.4m
The Government Institutions Pension Fund (GIPF) has invested about N$466.9 million in the Oshana Region across housing finance, land servicing, healthcare infrastructure, SME development, property development and retail infrastructure.
GIPF Chief Executive Officer Martin Inkumbi said the investments include the Gwashamba Mall development in Ondangwa, which has supported commercial activity, local enterprises, employment and access to services.
“These investments reflect our confidence in the region’s potential and our commitment to creating lasting value for our members and communities,” Inkumbi said.
The figures were disclosed during the official inauguration of GIPF’s new Ondangwa Regional Office, which was developed at a cost of about N$99.4 million, including construction, professional and other fees.
Prime Minister Dr Tjitunga Elijah Ngurare said GIPF’s investments in Oshana demonstrate the role institutional capital can play in supporting regional and national development.
“GIPF’s total asset value stands at about N$223 billion. To date the Fund has invested over N$466 million in the Oshana Region in housing, education, energy, and procurement financing,” Ngurare said.
“These investments reflect the strength of the Fund’s investment strategy, the resilience of the assets, and the value that can be created when institutional capital is deployed purposefully to support national development goals.”
GIPF currently serves about 115,000 active members and 58,400 pensioners and annuitants across Namibia. The Fund paid about N$2 billion in benefits to members and beneficiaries during the first quarter of the current financial year.
The Fund has also exceeded its statutory domestic investment requirement. While GIPF is required to invest at least 45% of its assets locally, its domestic allocation stood at 50.6% as at 31 March 2025.
Ngurare said GIPF has invested across strategic sectors of the economy, including housing, infrastructure, renewable energy, healthcare, agriculture, logistics, education and enterprise development.
During the previous financial year, GIPF invested N$2.7 billion in renewable energy projects, contributing 162.75 megawatts to Namibia’s electricity generation capacity, while N$665 million was invested in agribusinesses supporting food security, rural development and employment.
The Fund’s investments have also supported the servicing of 5,014 plots and the delivery of 7,793 houses, while contributing to the creation of about 11,650 jobs through housing, land servicing and related development projects.
Meanwhile, construction of the 2,647-square-metre Ondangwa Regional Office started on 3 June 2022 and was completed on 12 December 2025.
The project created 42 temporary jobs during construction, with a further 12 jobs expected through security and office cleaning services.
GIPF Board Chairperson Penda Ithindi said the facility forms part of the Fund’s efforts to bring pension services closer to its members.
“This impressive building represents more than just infrastructure; it is a symbol of our dedication to bringing our services closer to our members and ensuring that they receive the care, service, and support they deserve,” Ithindi said.
Inkumbi said the new office would strengthen GIPF’s presence and improve access to pension services in northern Namibia.
“This occasion represents another important step in GIPF’s journey to enhance accessibility, strengthen member service and deepen our presence in the communities we serve,” he said.
