
The Ohangwena Regional Council has launched its Regional Investment Map and Action Plan 2025–2030, outlining priority investment opportunities aimed at attracting capital, creating jobs and positioning local entrepreneurs at the centre of the region’s economic growth.
Speaking at the launch in Eenhana, Governor Kadiva Hamutumwa said the framework identifies investment opportunities across agriculture and agro-processing, manufacturing, the creative economy, health, tourism and hospitality, supported by strategic investments in water, energy, logistics and housing.
She said the initiative is designed to ensure local businesses become active participants in the region’s economic transformation rather than passive beneficiaries.
“The future of Ohangwena’s economy depends on our collective commitment to investing in our own region. The Ohangwena Regional Investment Map and Action Plan 2025–2030 is a practical roadmap that identifies where opportunities exist and how we can harness them to build a resilient, inclusive and prosperous regional economy,” Hamutumwa said.
To drive implementation, the Office of the Governor has established the Ohangwena Regional Investment Committee, bringing together government institutions, traditional authorities and private sector representatives.
The committee will oversee implementation of the strategy, monitor progress and ensure investment opportunities are developed into bankable projects capable of attracting funding.
Monasa Advisory & Associates served as Transaction and Commercial Advisor in developing the investment framework.
Managing Director Jason Kasuto said the firm worked closely with the Office of the Governor and the Regional Investment Committee to identify, structure and package priority projects into an investment-ready pipeline.
“Working under the leadership of the Governor and in close coordination with the Ohangwena Regional Investment Committee, our role has been to provide transaction advisory, commercial and strategic investment expertise in developing the Regional Investment Map and Action Plan, and identifying, structuring and packaging priority investment opportunities into a credible and implementable regional investment framework,” Kasuto said.
He said Monasa will also act as Co-Lead Arranger alongside the Development Bank of Namibia to mobilise funding from both public and private investors.
As part of the implementation process, the Office of the Governor announced that Expressions of Interest (EOIs) will be invited from 11 August to 23 September 2026, allowing entrepreneurs and investors to submit projects aligned with the identified priority sectors.
Projects demonstrating strong commercial viability and development impact will receive transaction advisory support and investment facilitation.
The investment plan is aligned with Vision 2030 and the Sixth National Development Plan (NDP6) and aims to accelerate economic diversification, industrialisation, value addition, employment creation and infrastructure development across the Ohangwena Region.
