BoN makes Namibia Deposit Guarantee Authority appointments

The Bank of Namibia (BoN) has announced the appointment of Herman Shilongo to the Namibia Deposit Guarantee Authority board for a period of five years and Florette Nakusera as administration head.

“Shilongo’s appointment as a board member by the Bank of Namibia and approval by the Minister of Finance, was done in line the Namibia Deposit Guarantee Act. The appointment followed a response to a published advertisement and an interview process to select capable leaders responsible for the general policy, control and administration of the business and affairs of the Authority,” said BoN Spokesperson Kazembire Zemburuka said.

 Shilongo is a Chartered Accountant registered with the South African Institute of Chartered Accountants (SAICA) and the Institute of Chartered Accountants of Namibia (ICAN). He has over 12 years’ experience in accounting and finance, Auditing, Banking, Taxation, Risk Management and Reinsurance. 


The appointment of Nakusera as the Head of the Namibia Deposit Guarantee Authority is a secondment to the Authority by the Bank of Namibia, Zemburuka said. 

“Nakusera is the Director of the Financial Stability and Macro-prudential Oversight Department. She was the previous Director of the Research and Financial Stability Department and Chief Economist of the Bank of Namibia for more than seven years.

“She has over 23 years of experience in Macroeconomic policy, research and statistics, Central banking, Finance and investments, Strategic management, Leadership and corporate governance, as well as environmental economics and policy,” said Zemburuka 

He added that all staff seconded to the authority, including Nakusera, remain employees of the Bank.

“This arrangement does not cost the Authority in keeping with the agreement between the Bank and the Authority which eliminates the recruitment of full-time staff.”


The Deposit Guarantee Authority is an independent body being supported administratively through the existing structures of the Bank of Namibia.
