Windhoek’s new parking system: What you need to know

The City of Windhoek has appointed two private companies, KeyPlot Investments and ChargeTech Namibia, to manage parking in the central business district.

ChargeTech Namibia has been awarded the rights to manage the top parking deck at the City of Windhoek Head Office, accessed through Robert Mugabe, and is expected to start charging effective Monday, the 27th of March.

KeyPlot Investments, however, was not forthcoming with its plans when contacted by The Brief.

The company has been awarded rights to manage metered parking in the CBD extending between Bahnhof Street, Robert Mugabe Avenue, Lazarette Street, Jan Jonker Road, Tal Street, and Mandume Ndemufayo Avenue.

KeyPlot will also manage the Town Square Underroof Parking and parking opposite the Windhoek Police Station.

So how much will one need to pay?

Based on the fees approved by the City of Windhoek, which came into effect from 1 July 2022, drivers should expect to pay N$2 for the first 20 minutes to park in the City Centre Parkade, N$5 for an hour, and N$42 for 8 hours.

For on-street parking in the CBD, drivers should expect to fork out N$8 per hour to park in the core of the CBD, N$5 for inner CBD, and N$3 to park in the peripheries of the CBD.

The rationale for outsourcing parking by CoW

According to the municipality, the primary objective of the proposed parking system will be to maintain metered on street parking within the city to ensure desired turnaround of parking and occupation rates, generating revenue while minimizing losses.

 Revenue from the city’s parking has declined from a high of N$751,212.58 collected in the 2011-2012 financial year to N$683,273.96 in the 2015-2016 financial year, according to data gleaned by The Brief.

At present, the CBD occupancy is higher, a development which has contributed to parking shortages.
