Hippy Tjivikua to succeed Lutombi as Roads Authority CEO

The Roads Authority (RA) has appointed Mbahupu Hippy Tjivikua as its new Chief Executive Officer, effective1 January 2026.

He will take over from Conrad Lutombi, who retires on31 December 2025.

RA Board ChairpersonMartins Kambulu said the appointment includes a one-month transition period from 1 December 2025 to ensure a smooth handover.

“The Board is confident that Mr Tjivikua’s expertise and strategic vision will strengthen the RA’s capacity to deliver on its mandate to develop and maintain a world-class national road network,” Kambulu said.

He thankedDr Lutombifor his “exemplary leadership and dedication,” noting that his tenure played a key role in advancing Namibia’s road infrastructure development.

Tjivikua currently serves asChief Executive Officer of the Walvis Bay Corridor Group (WBCG), a position he has held since 2019.

The WBCG, partly owned by the government through the Ministry of Works and Transport, promotes theport of Walvis Bay as a regional logistics huband oversees transport corridors such as the Trans-KalahariandTrans-Caprivi, linking Namibia withBotswana, Zambia, andSouth Africa’s Gauteng province.

He holds aMaster of Science in Operations Management and LeadershipfromWorcester Polytechnic Institute Business School in the United States and an Honours Degree in Education from Rhodes Universityin South Africa.

He also has aCertificate in Project Managementfrom theUniversity of Stellenbosch Business School and a Certificate in Financial Managementfrom the Namibia University of Science and Technology (NUST).
