The newly created Implementation Authority Office under the Green Hydrogen Namibia Programme is set to embark on a recruitment drive of over 20 staff members, it has been revealed.

The Ministry of Mines and Energy recently appointed Green Hydrogen Commissioner James Mnyupe to head the entity for the next five years, with the aim to provide project management support, coordinate all relevant development activities, and facilitate cooperation with various stakeholders interested in developing a green hydrogen industry in Namibia.

The office has already enlisted the services of Potentia, a human resource consultancy company to spearhead the recruitment set to begin in September.

The office will have an immediate staff requirement of 11 staff members, with 20 to 30 employees required upon full operation. 

“Until the staff complement is filled, the roles of the unfilled positions will be undertaken by consultants under fixed period contracts. The services of a professional Recruitment company have been procured through the EIF and the recruitment process will commence in September 2023. Support services to the Office will be provided by the Environmental Investment Fund until the permanent staff complement is filled,” according to a concept paper seen by this publication.

The concept note has been prepared to define the implementation strategy of the Office and the scope of work for information purposes.

“In developing the implementation strategy for the Office, a clear scope of works and associated costs for delivering such works was developed. Therefore the aim is to implement a programme of engagement with the private and public sector to procure GH2 projects in a coordinated, structured and effective manner,” the concept stated.

“The Office’s programme includes designing the financing mechanism to become a self-financing and sustainable implementing office; craft processes and methods for procurement and evaluation of GH2 projects, contract negotiation, and project implementation”.

In addition, the office will establish the terms of reference for the appointment of consultants to complete documentation for all projects and coordinate the services delivered by different consultants; contract management of all agreements entered into, as well as creating and maintaining partnerships with the relevant private and public sector. 

The implementation strategy and plan, oversee the Feasibility Implementation Agreement in terms of Legislative De-risking by conducting Gap Analysis and required amendments to key legislature.

Another task would be to Conduct Global Common User Infrastructure (CUI) Best Practice Assessment to provide the government with a detailed understanding of global CUI facilities and operating models and define which scenarios would best suit the Namibian context.

“Hyphen Monitoring and Evaluation, by assisting government in monitoring and evaluating the performance of Hyphen and in future other developers through their feasibility, construction and operations process to measure their achievement of targets and conditions set within the FIA,” Mnyupe said in the concept note.

Further adding that his office will also be overseeing the Luderitz Town Expansion and Development, by providing project management support to the Luderitz Town Council in the town boundary and related infrastructure expansion requirements.
